Dependency
and Neglect Advocacy (D&N)
The CASA Dependency and Neglect Program addresses the needs
of children involved with the Department of Human Services
and the Court because of abuse, neglect or maltreatment issues.
A judge or magistrate appoints CASA as an independent party
to the proceedings on D&N cases. The CASA volunteer is
appointed to the case after completion of a strict screening
process and the core initial advocacy training that covers
such issues as child development, cultural competency, physical
and emotional abuse, domestic violence and overview of the
juvenile court process. The CASA’s responsibilities include
but may not be limited to:
• Meet with all parties concerned
•
Have regular contact with the child(ren) involved
•
Ensure expedient attention to the child's needs
•
Research and investigate all aspects of the child’s life
•
Direct child and family members to appropriate community resources
•
Monitor family compliance with the treatment plan and court
orders
•
Participate in hearings and staffings that concern the child(ren)
•
Communicate and make recommendations to the court through written
and oral reports

Number of children served: 227 (66 children with closed cases / 161 with open cases).
- 97% of the 66 children on closed cases achieved permanency
- 95% of children did not experience more than 3 placement moves
- Average Time CASA was appointed to a case:
Children 0-6 years – 1.1 years
Children 6.1 -10 years – 2.1 years
Older children: >10 y/o – 2.6 years
- Re-abuse on closed cases – 1
